What the GCGRA Gaming License Means for Dubai Visitors

The UAE just made history. After decades of zero legal gambling options, the country now has its first licensed online casino and a $3.9 billion resort with a casino floor under construction.

For tourists visiting Dubai, this changes the entertainment landscape. The city already offers endless events and attractions. Gaming is now part of the mix.

The General Commercial Gaming Regulatory Authority is the UAE’s federal gaming regulator. Established in September 2023, it operates as an independent executive entity within the federal government, headquartered in Abu Dhabi.

The authority covers five licensing categories: lottery operations, land-based gaming facilities, gaming vendors, internet gaming, and sports wagering. They’ve issued 19 licenses so far.

Jim Murren runs the show. The former MGM Resorts International CEO serves as Chairman and stepped in as Interim CEO in November 2025. His involvement signals the UAE isn’t treating this as a side project.

Play 971 launched in late November 2025 as the UAE’s first licensed online gaming platform. The site offers casino games, live dealer tables, and sports betting on everything from Premier League football to cricket and horse racing.

The catch for Dubai visitors: the platform currently only works in Abu Dhabi and Ras Al Khaimah. It’s in a field trial phase, and Dubai access hasn’t been switched on yet. Full nationwide rollout is expected sometime in Q1 2026.

Players need to be 21 or older and physically in the UAE

VPNs and location spoofing are blocked. Emirati citizens can’t participate yet, but expats and tourists can.

Wynn Al Marjan Island is the big one. This 70-storey integrated resort in Ras Al Khaimah will have a 225,000 square foot casino floor when it opens in early 2027. Wynn has already put over $835 million into the project, with another $525 million coming.

From Dubai, you’re looking at about 45 minutes by car. Easy day trip, or make a weekend of it. The property will have luxury hotels, restaurants, entertainment, and waterfront access beyond just the casino.

Bloomberg Intelligence thinks the UAE gaming market could hit $6.6 billion annually once everything is up and running. The GCGRA framework allows one operator per emirate, so theoretically up to seven online gaming licenses could be issued.

Dubai itself has no licensed gaming options right now

Play 971 isn’t live there yet, and no land-based casinos exist within city limits.

So what can Dubai tourists do if they want to play? A few options. Travel to Ras Al Khaimah or Abu Dhabi where the licensed platform works. Wait for Dubai to enable Play 971 access in 2026. Or check out international platforms that have served UAE players for years.

For those interested in the third option, comprehensive online casino reviews cover platforms tested by UAE-based teams with real dirham deposits. These international sites operate outside GCGRA jurisdiction but have established track records with players in the region.

The UAE gaming industry is moving fast. New regulatory framework, first licensed platform just launched, major resort under construction. For tourists, the landscape will look different with each visit.

By 2027, you’ll have both online options and a physical casino at Wynn Al Marjan Island. More integrated resorts are expected over the next 5 to 10 years as other emirates decide whether to participate.

The GCGRA requires all licensed platforms to include deposit limits, time-out tools, and self-exclusion options. Same protections for residents and visitors.

Zero legal gaming options in the UAE? That’s history now. For visitors planning trips to Dubai in 2026 and beyond, regulated entertainment is becoming part of the destination.
